Just to rule out a possible issue with mesa, I'd revert librsvg2-2 and librsvg2-common to their versions from Ubuntu 18.04 repos.

I can't reproduce this issue in my LMDE... maybe you have some other apt preferences there?
You can list all the priorities with apt policy command (yes, without third argument).

I think I know what you've got: old Mint themes from LMDE 1 repo. That release has just "debian" name for the repo. You can change that to "cindy" to get access to LMDE 3 repo.

Well, this is a weird setup. You have repos and base-files package from 18.1, mint-info-cinnamon package from LMDE 3, and Cinnamon 4.0 from either 19.1 or LMDE 3.

That screenshot shows it's Mint 18.1 "Serena", based on Ubuntu 16.04 "Xenial Xerus"...

There's no system-config-printer-gnome package in Debian repos, it's only in Ubuntu. Did you add some Ubuntu repos to your LMDE system...?

There are probably none of them, it's just apt not being able to resolve the dependencies and showing misleading error message...

By any chance, did you try to install the package built for Ubuntu 18.04 (instead of the one built for Debian 9 "Stretch")?

I suspect the driver is just too old for this newer kernel, but maybe I am wrong.
I suspect it too.
If you installed a newer kernel from stretch-backports repo, it's better to install an updated driver package from there as well.
