Yes, you can do all of that as long as you know how to create a persistent bootable drive. I have used "mkusb" and its companion program "guidus" to do just that. That information may not be of much use to you in Windows 10 and you will have to find a suitable Windows USB creator...

Open System Settings, Preferences, Languages. Click on the tab next to Time format which will state Marathi, India UTF-8 and change it to English, India. Then click on Apply System-Wide. Authenticate your requested alteration with your password.

I don't understand what one would use apostrophes before a letter for. The letters as cited by the OP are "t, s, m" (the best I can do is 't, 's, 'm). What is their purpose? I cannot see any difficulty in presenting these.
