ubuntu-minimal is not installed by default on 20.3 Cinnamon. I think it's safe to remove, this is the contents:

Flatseal doesn't modify anything in the flatpak configuration other than what you change, the same which you could do with the flatpak command. Yes. These are part of Ubuntu's update tooling. They do nothing on Linux Mint.

As you can see in above then I installed ttf-mscorefonts-installer it would also install update-manager-core and update-notifier-common. They weren't installed on my Linux Mint.

It's not suspect that Software Manager doesn't list it — Software Manager is for managing apps. Not for managing OS components. You can use Synaptic or apt for that. No it doesn't restart the computer when needed. That would be disruptive for desktop users.

If the computer is always powered on, are there times of the day or week that you're sure you aren't using it? You could schedule an automatic restart at set times maybe?

Looks like your drive is already mounted from /etc/fstab. Can you share the output of these 5 commands? To check some more things.

Update Manager will show a notification when updates are available. The status bar icon for Update Manager also changes when there are updates available. Before you invest time on doing this over email, why do the Update Manager notifications not suffice?
