Any reasonable guess as to when stable 18.1 will be out for upgrade from 18 using the update manager?

Not before the bugs are found and fixed. There is no guess about that, even less a reasonable guess.

Is this a lie or is it really part of Cinnamon 3.2 (thus part of Mint 18.1) ?

Softpedia are honest reporters in my experience. I'm guessing something that was in the roadmap didn't quite make it into this release for whatever reason (unless Clem has a last minute surprise for us!).

Softpedia does not even say, that they have seen something like this in Mint (how should they be able?), but they refer to the roadmap. It might be, that they refer to something, what is mentioned for Cinnamon 3.4 (Mint 18.2), heaven knows. This would not be the first time of misinformation and it will surely not be the last one.

Cosmo is correct. Roadmap shows this slated for Mint 18.2. Even links to the same menu image the Softpedia article shows.

I seem to be getting grey backgrounds on themes that had white in the pop up panel menus, which makes them hard to read on the beta. Also the spacing on the icons on the panel is moving them too close together on themes that had wider spacing.
