if the upgrade doesn't show, after you hit refresh .. ..
then you may have to change your Repository settings back to the default:
- Update Icon - Edit - Software Sources - - Restore the default settings
ie: if you have set your Repository to a Local Source - - that source may not reflect that the update data is available.
then - - another refresh - - should give the required Level One update & thus the option to upgrade.

My only option via the update manager is 18.1. Shouldn't it be showing me 18.2?
Follow up question - if I elect to do this does it change my computer (programs, settings, etc.). Does it give me a "fresh" install or does it keep my existing stuff (files, programs, desktop configuration) and just upgrade the guts?

if it's not showing the LM18.2 update, the the system still needs to be updated with the servers,
as it's a Level One update, that triggers the whole thing.
Yes - it does change computer (programs, settings, etc.). ..
as it's an upgrade and not a clean installation.
the actual upgrade itself, will be a heap of Level One programs,
and after that, there will then be another heap of programs, that now are upgradeable.
ie: all of those Level Two & Three programs.
do try clicking on the refresh Icon within the White shield on the taskbar.
but, sometimes, that doesn't work either,
so then try using Package Manager AKA synaptic, by using it's refresh icon, instead.
then close that program off, and wait a few minutes, for the update manager to re-sync,
and that white shield should now change to a blue shield, and indicate that updates are available now.
if so, just complete the Level One updates only,
and then let the update manager re-sync, again.

Well...I'm not sure what is wrong. I update my computer religiously and the little green check mark is showing that I'm all up to date. Yet it only gives me the option for 18.1. In my update policy I checked "Optimize for Stability and Security (recommended for most users)" and not "Always Update Everything." Can that be the reason for this, perhaps?

To my understanding, you need to update to 18.1 first and then you can go for 18.2.

Sorry about this. This was an error on our side, it was corrected in mint-upgrade-info 1.0.9 today.

Yes, this works now, just upgraded a freshly installed MATE edition from 18.0 to 18.2.
