I found out that the upgrade policy changed. To avoid kernel updates, I need to close their selection in the update manager. Previously, this did not have to be done.

I upgraded (via the Update Manger) my 18.2 xfce to 18.3, but I have noticed that the Login Window Manager wasn't changed to the version that appears with a clean install of LM18.3.

Does that mean that the upgrade process leaves MDM and doesn't replaced it with LightDM?

Correct. You can switch to LightDM like this:

I have 2 laptops one had Serena and the other had Sonya. There was a minor thing I didn't like about Serena, so I decided to take the plunge and redo both laptops with the newest 18.3 Sylvia. Long story short, I install the OS and 45 updates expecting to get the green check mark. Now systems is blue notifying me that there are still updates, but none of them are automatically selected. I believe they are all level 4. What am I supposed to do here?

I don't understand why the latest LM is requiring some sort of major kernel change or other update? :?:

Because of a little something called Meltdown. Do a forum search for that, or look for an announcement in this forum section, and you'll see.

So I went from green check on 18.2 and the same middle of the road update policy to 18.3 and need new kernel right out the door?

I don't know if this is the appropriate place to say this, but I just switched from KDE to 18.3 xfce and mint-y, and it's a joy to use.
The old fashioned interface with a flat color modern icon set is perfect for my taste. Even an option for fortunes on the command line.

I'm running the 32 bit on my old Toshiba NB305 mini laptop and it runs pretty good 8)
