Yes, there is: check the Mint blog.

Provided you currently use Linux Mint 18.x, please, read Clem's announcement and tutorial: How to upgrade to Linux Mint 19

Immediately after rebooting, press and hold the left shift key. That should show the Grub menu.

Is Cinnamon 19 version still beta?
what 'beta' actually means?
I'm just pretty new to linux, so would rather wait till some very stable version comes out.
I currently have 18.2 Cinnamon. Is there a need to update?

No. All Linux Mint 19 (Cinnamon, MATE, Xfce) are no longer beta. All are considered stable.

Beta versions are sent out so that many people can test them and find bugs and report them. After the beta phase, the stable version is announced and available.

There is no need to update if you don't want to. Version 18 -- 18.3 are still supported until 2021.
