Interesting - one of my local Mint mirrors (AARNet) is showing 19.1 as released.
The ISOs are all dated 17-Dec-2018...
Have they jumped the gun, or is it correct?

Normal procedure. First the iso's are being seeded around the world, and only when all mirrors have been updated, the announcement follows.
