Are there any instructions for upgrading to beta versions?

As it's only a Beta release, there's no way to upgrade to it. You'd have to install it from scratch.

Once LM 20.3 becomes a Stable release, you'll be able to upgrade from there via Update Manager (once it's updated).

This is undoubtedly intentional (and for good reason). It's still in beta. While not exactly likely... it would be annoying(!) for someone to be able to upgrade their fully-functional everyday / main / important / possibly only OS - and then to be the person who discovers a show-stopper issue.

Beta OS versions are meant to be tested; it's generally the last chance to spot any issues that the developer(s) might have missed - but do so on a free partition or different drive than the OS that you use for general computing (and that your difficult to replace data is probably located on)..
Mint 18 Xfce 4.12.

'From there'... As in 'from 20.2 to 20.3' or 'from 20.3beta to 20.3'? Just curious.

I had meant, from 20.2 to 20.3, as that will require a special upgrade process that will appear when it becomes available in Update Manager.

And if you have 20.3 Beta, it becomes 20.3 Stable as per the normal course of updates.
