…one thing that is grossly missing from older versions...
...when you move file or folder in window, there is no highlighting of the selection area that you are there & you can move the object there…
…as it was previously in Cinnamon 3.8.8..
..is this permanent or can be restored or will be...?

Do you mean drag/drop in Nemo? I just ran a quick test and the mouse pointer changes to clenched hand when a file is selected in the source and I see the directories in the target being outlined as the mouse pointer passes over them.
