Well somewhat solved, best I could do was in NETWORK CONNECTIONS, for the ethernet connection,
General Tab: I unchecked allow all users to use this connection. = If you use a VM on this machine that uses the host adapter this has to be checked.
Ethernet tab: Link negotiation I choose MANUAL, SPEED:1Gb/s, DUPLEX: Full Which is what the adapter is.
IPv4 Settings tab: I set my IP to manual and choose an address that is open in my router @ not used.
Actually I set all may devices to manual addresses and use my internet providers 2 DNS addresses and add googles DNS server.
like this xxx.xxx.xxx.xxx,xxx,xxx,xxx.xxx,8.8.4.4 or 8.8.8.8 that's address's with a comma between each.

Doing the above helped somewhat, but still not full speed as other boxes with 1GB speed adapters, haven't figured that out yet, but probably the adapters chipset age and cpu speed has some relevance here.
As a network I also do the following but is certainly not necessary, just stating my set up.
I choose all low numbers as in 192.168.1.4 - 192.168.1.30 or whatever for all my devices.
My router has two satellites, they use .1 for the gateway, .2, .3 for satellites. Then in the router I reserve those addresses and start DHCP above those as in DHCP from 192.168.1.26 - 192.168.1.253. That makes any new DHCP device take addresses from .31 -.253.
I have 23 + devices on line at a time? Yeah I know what your thinking, count em but here they are.
4- Linux boxes
2- linux laptops
2- Windows laptops
2- iPhones
2- iPads
3- printers two networked 1 windows hosted
2- NAS's
3- IP camera's
Orbi router and 2 satellites
then we have guests occasionally and pool parties, I checked router once with a bunch of friends over, had 30+ devices...

I get extremly slow ethernet and wireless internet speed tests on any of my 4 Linux systems. Three of which are Mint 18.1 and 2-Mint 18.3, one of those being 64bit.
This laptop being fairly modern should show about 100mb down and 10 or so up from my KNOWN high speed cable connection. I can do speed tests on 4 - IOs devices, multiple models of
Windows boxes, Android devices, router, blaa blaa blaa, and almost always get in the neighborhood of 100 -120Mbps down and 9 - 12Mbps up stream, tested with several test sites, that's average.
None of my Linux distro boxes get close, they are usually not even half those speeds when tested, and they all seem slugish browsing."
