On my laptop I have two systems installed on separate partitions: Linux Mint 17.3 (which I use every day for countless hours) and Linux Mint 18.3 (which I recently installed and am still configuring/setting up).
Booting into the older LM 17.3 version, I can always access the Internet by connecting my cellphone to my laptop using a USB cable and enabling "USB tethering" on the phone. This is how I work every day for several hours without issues. Throughout the day, I often unplug the cable and later plug it back in (and reenable "USB tethering" on my phone) when I need Internet access. It never fails.
However, when I boot into LM 18.3 the exact same behavior initially gets me online. But then, if I disconnect the USB cable to the cell phone and later plug it back in and reactivate USB tethering on the phone, the network-manager tray applet continues showing a "disconnected" symbol. I have tried manually "disconnecting" from the wired connection shown in the network manager tray applet menu, unplugging the cable and plugging it back in, restarting the network-manager service -- all to no avail. Once the first internet connection over the USB cable is stopped, I can never again get it to work (until I reboot).
After searching the forum, I have seen that to help in diagnosing problems the output of some commands is often required -- so I am including it below.
Let me know if any additional information is required.
