Long story short, I have an old laptop (Dell 6400) whose NIC isn't cooperating with the newer OS (Mint 18.3).
Can I use a USB to ethernet adapter for LAN purposes? Or does my NIC need to be functioning for that to work?

No the internal NIC does not need to function if you use a usb to ethernet card
