VPN non super user

Mint 18.1 64 bit AMD
Super user and 2 standard users
Only super user can enable VPN which is a problem if super user is not available and std user wants to use networking with VPN
Pop up message
"System policy prevents modification of network settings for all users"

" An application is attempting to perform an action that requires privileges"

"Authentication as the super user is required to perform this action"

Is there any way to grant Users the power to provide this authentication, or make this action automatic as it is for the Super User

On further investigation it appears that the authorisation dialogue is stopping the VPN from loading, but simply closing the dialogue without a password allows the VPN to load. So now the question is how to prevent the dialogue box from appearing and confusing the user? Authorisation with a password is not needed, so why have the dialogue box? This happens with both Tunnel Bear and IPvanish so it is not VPN specific.
