This sounds exactly like an issue I am having since upgrading from 17 to 18.3 to 19. Since 18.3, this laptop and only this laptop can only stay connected to Steam long enough to play 2 rounds of Rocket League. If I completely leave steam and log back in, I am fine for another couple of rounds.

My daughter plays on her PC(Windows 7) and has no issue.

I had no issue before 18.3/19.

Is your problem "solved" or did you give up???
