.. I can access them all using File - Connect to server - [server name]. Clicking 'Network' just shows a blank screen. Previously it showed 'WORKGROUP' and then the active windows shares. Restarted several times, even reinstalled Samba. No change. Went back to an earlier snapshot on timeshift, same problem, even though at the time of the snapshot I was certainly seeing all the shares. I'm stumped!
This is on 18.3 Cinnamon.

18.3 Cinnamon here also.
My problem with this was resolved by turning OFF the Firewall on all networked PCs.
if any of them have a Firewall running, and you don't have an exception setup for the other networked PCs, the shared folders will not appear.
for me, it was easier to just turn off the Firewalls as my ISP modem has a very good Firewall in it.

Re: Windows shares not showing up under 'Network' but ..
Thanks, but I think I may have a different problem. I can connect to all the shares, using either their ip addresses or windows network names. It's just that they don't appear when I click on 'network' and then 'windows network' in the nemo GUI. All I get is an empty screen.
I have found a workaround, which is actually better in many ways: bookmarks. Once a share is open, clicking on the bookmarks tab causes an entry to appear in the left hand column. Subsequently, a single click on that bookmark causes the share to open immediately.
I'd still like to know why I can't see the shares by clicking on windows network, since only yesterday that's how it worked. And I haven't changed anything (at least, not that I'm aware of!)

On my machine, the firewall (UFW) blocks input communications from the Internet box. Maybe it's the same problem for you ?
If I disable UFW I can see with Wireshark a MSBROWSE query from the 55932 port towards the 137 port of my box:
Next, there is a "NBSTAT" command from the 37222 port of my machine towards the 173 port of the box :
When UFW is enabled none of the ports 55932 or 37222 can receive data, so the opening of Windows Network fail. I can't open theses two ports on INPUT as they are random !
The solution should be to know the random ports range and open it (input) or fix these 2 ports and open them.
Is there anyone here who can help us ?

OK but in my case UFW is disabled.

Maybe it's as simple as looking on WORKGROUP, but newer windows using HOMEGROUP instead?
All things go better with Mint. Mint julep, mint jelly, mint gum, candy mints, pillow mints, peppermint, chocolate mints, spearmint,....

Now I'm doubly baffled! Everything is back to working as I expect. But I didn't do anything. Add it to the large pile of unsolved mysteries.
