I am running Linux Mint on a dual boot laptop with windows 7 using a Huawei E3372 usb modem to access the internet via 4G. Web browsing on linux mint however is much slower than W7. In fact it's like going back to dial up.
Linux Mint 17.3 Cinnamon 32 bit.
Cinnamon Ver. - 2.8.8
Linux Kernel - 4.4.0-127-generic

Running internet throughput speed tests in both environments and posting results might be a place to start...

I notice if I remove the USB modem and reinsert it the speed goes back to normal. It may be some residual effect after using W7?

you may be better off, to actually Disconnect & Remove the Device,
on each & every time that you do re-boot.
then re-connect the Device, after the Alternative System has stabilized ok.
