Conflicting/confusing information from System Monitor - Resources

When streaming, OBS and restream.io show a speed of 2500kb/s. But in System Monitor - Resources, the graph moves between 300-400 kb/s and even the "Sending" icon at the bottom confirms this speed. Now, graph does not move at 1 second interval, so maybe thats a correct indication at milliseconds intervals but the sending icon does change 1 second apart. The difference between what OBS and restream.io tell me and what System Monitor tells me is a factor of 5 or 6. Why is that?
