Before, there was mintupgrade.
What's the replacement?

This is a misunderstanding. The commandline tool mintupgrade has never been used in order to apply minor version upgrades, like from 19 to 19.1, 19.1 to 19.2 or from 20.1. to 20.3.
mintupgrade has always been needed only in order to apply major version upgrades, like e.g. from 18.3 to 19, from 19.3 to 20.
As AZgl1800 has already correctly advised, the minor version upgrade from LM 20.1 to LM 20.3 should be done using Update Manager. The update operation will be found as the last item in the Edit menu of Update Manager.
There is no officially supported way of performing minor version upgrades using terminal commands, though there are inofficial instructions around how to do so.

Thanks. I find it strange. I don't have a graphical login so I can't use update manager. This is on a VM, I removed ARM architecture with dpkg (no longer needed), used update manager to remove repos and do all updates, and then removed/downgraded foreign packages and the system was left in this state (boots into a black screen, I can only use the terminal at ctrl+alt+f1).
This sounds more like Windows (where without graphics you can't do anything) and less like GNU/Linux, where the GUI was always a front-end to a fully functioning back-end program.
I guess reinstalling from scratch is the easiest. Of course debugging is possible, any hints on where to start?
