Dvorak layout keyboard shortcuts or hotkeys do not work

*** Edit: Even if you are not experiencing this same problem, it might be helpful to know that it can be recreated. If somebody can switch their keyboard layout to Dvorak, and tell me if their hotkeys / shortcuts work or not, it might be helpful :) ***

Using Linux Mint 14, Cinnamon desktop. Problem occurs on multiple machines with the same setup: sony vaio laptop, lenovo thinkpad, random desktop machine.

I have set up the Dvorak layout. I can switch between the standard English layout and Dvorak either by clicking the panel icon or by using the Shift + Caps Lock combo. Normal Dvorak typing works fine.

However, while in Dvorak I cannot execute keyboard shortcuts, like Ctrl+Alt+t to open a terminal. It simply does not work at all. While in Dvorak, I have tried using the keyboard shortcuts Ctrl+Alt+y (dvorak Y is located where the qwerty T is) and Ctrl+Alt+t (i.e. pressing the key with a K on it), but neither seem to work.

Otherwise, all the shortcuts work fine in QWERTY mode.

Also, the problem persists in all mods of Dvorak (classic, standard, programmer, etc.) as far as I can tell.

I'm experiencing the same problem on mint 15 cinnamon. Any pointers would be appreciated.

Necromancy, this topic is the only relevant one I found on Google.

Steps to reproduce
  1. Set keyboard to US-International
  2. Open keyboard shortcut application and assign "Launch Terminal" to <Super> + <R>
  3. Verify by hitting <Super> + <R>, terminal opens.
  4. Set keyboard to Dvorak
  5. Open keyboard shortcut application and assign "Launch Terminal" to <Super> + <R>
  6. Verify by hitting <Super> + <R>, nothing happens.
  7. Set keyboard back to US-International.
  8. Verify that Dvorak and US-International create identical shortcuts by hitting <Super> + <R>, terminal opens.
Does anyone know a solution?
