It should be installed on a default Felicia install.
The package name with the file in it is mint-artwork-gnome.

D'oh! I completely forgot about this post. I'm sorry about that. Life can get a little too busy. :)

Anyways, I just installed Mint in a VM and copied the file over from there. Everything is good now. Thanks.

gksu gedit /boot/grub/menu.lst
Change gfxmenu=/boot/gfxmenu/default.message to gfxmenu=/boot/gfxmenu/linuxmint.message
That should fix it for you.
