Internal Error, No file name for libapt-pkg4.12

I am running 64 bit Linux Mint 13 MATE (Swedish version).
There are some updates (apt is among them).
When I try to update, I get the error message:

E: Internal Error, No file name for libapt-pkg4.12


Why ?
What is wrong ?

I turned off proposed

upgraded and autoremove'd

then proposed on

used Muon (for the first time ever) chose "Full-Ugrade" after update. Muon allowed me to "unmark" libapt-pkg4.12:386 and it auto-unmarked its dependencies.

I got the same error on the Mint 13 which has not updated for a long time. The solution was download and install libapt-pkg4.12 package via command line, and after that check and install updates via Mintupdate (which claimed that there was broken packages, but after installing everything worked fine).
