I think you mean esszett (ß):
To insert an unicode character in LO, press ctrl+shift+u, then the code - in this case 223 (see https://en.wikipedia.org/wiki/%C3%9F), and then enter

Is it this one: ß
On my keyboard I hold down the compose key, type s, release all keys and type another s. That composes the s+s into ß. Same for diacritics like ü and special characters like ½ or ©. Hold down compose key, type a key (respectively ", 1, and o for these examples), release all keys and type another key (u, 2, c) to combine them.
On Linux Mint 18.2 MATE you can set the compose key in the keyboard preferences, layouts tab, options button:
And then find the compose key configuration there:
I have it set to Right Ctrl here (I don't press that one accidentally).

Excellent! I've been looking for something like this for ages. Using right CTRL here; need to hit the keys pretty fast for it to work & for the umlaut it's SHIFT + right CTRL + " then release, immediately followed by the desired character.
