I've recently updated my HP laptop from Linux Mint 17.3 Rosa (64-bit) KDE to Linux Mint 18.2 Sonya (64-bit) KDE. Previously hibernation worked fine. Now the hibernation still works except that the machine does not switch off. I have to forceably switch off at the power switch after I've left sufficient time for the archiving to have occurred. On resume, assuming I left enough time for the satisfactory archiving, the machine can successfully come back but it is slower than previously. I have to wait for the clock to change from the time at hibernation to the current time. Any ideas to the cause?

Something similar happened on my machine then went away after a few updates. I also switched to a later kernel to fix one problem. Look for startup errors and shutdown errors in the system log. Does your machine work differently connected to the network when compared to Wifi/Ethernet off?
I've looked through the logs but I haven't found anything that leads me to the route of the problem. I've tried using the machine connected to the internet via WiFi and via physical connection, and also with no connection. In all cases the response is the same in that the hibernate works expect for actually switching off the machine.
Since 'upgrading' to Kernel: 4.13.0-31-generic x86_64 (64 bit Gcc:5.4.0) it now appears that resume fails. It claims to be resuming but the screen goes blank. Rebooting appears to be the only option thereafter.
I'd suggest trying the latest kernel from the 4.4 series, that may work better with your hardware which is approx. 4 years old. Also, your hibernate issue may be exacerbated by having a swap not much bigger than the installed RAM ... and I see that about 1GB was in use leaving very little headroom. It could simply be running out of space when hibernating.
The clock not updating at first is in fact quite handy; you can see when the system state has been (almost?) restored and it's ready to use.
Does Sleep (suspend-to-RAM) work OK?
