How to make the login/lock screen clock am/pm rather than 24hr
Where, if at all, would I look to change the lock screen clock to am/pm rather than 24hr? I looked through the login screen settings and didn't see the option there.

Activate the option to set a custom format. In the default format replace the letter H with an I (big i).
Or, if you want to get 12 hour format in general: Deactivate the 24 hour option in the Date & Time settings of the system.

I deactivated the 24 hour clock in date and time when I first installed 18.3. It still shows the 24hr clock on the login screen. As for activating the option to set a custom format, I don't see that in the login screen options, only the date and time. I did try changing the format. That didn't work. :/ Thank you for the suggestions, though.

Your mix of the words login and lock in the title confused me; both are quite different things.
Regarding the login screen: You re right, there is no (at least no obvious) way to change that.

This method verified to work under Linux Mint 20.3 Cinnamon (Dec 2022)
Open system settings.
Click 'Login Window'.
Enter admin password.
Click 'Settings'.
Edit 'Clock format' to meet your needs.
For a 12 hour clock with AM/PM indicator use... (hyphen removes zero padding)
My preferred format for the login window which adds the weekday and date.
Additional format syntax can be found by typing at the command prompt.
