I'm on Mint 18.2, previously I upgraded Mint versions from the Update Manager via the EDIT menu however it doesn't offer that anymore, see screenshot. Any way to to upgrade to the latest that anyone knows ?

Version 5.3.2 is current for LM 18.3, not for 18.2. So from this information there is nothing to upgrade. Open a terminal and enter
inxi -Sz to confirm our Miint version.
