AltGr stops working every reboot

Hi

I'm new here :)

I have installed Linux Mint 18.3 KDE. System is up-to-date.
Recently, the following has started to happen: Right AltGr stops working every time I reboot. Well, it doesn't stop working, it just maps to something I don't expect. I frequently use the AltGr + 2 to write the @ character (Norwegian keyboard).

If I run sudo dpkg-reconfigure keyboard-configuration, it's fine again.

Does anyone know what might be causing this?
