On a fresh install of Linux Mint 19 there appears to be two different launchers of Gnome Terminal. If you run cinnamon-menu-editor in a terminal and click on Administration you will see both versions although one is not ticked so it's never shown to the user in the favourites. With Mint 18.3 there is only one launcher present.
This means that you cannot remove the launcher in the favourites.
e.g. If you right click on Administration, Terminal it says "add to favourites" when it is already there rather than what it should say "remove from favourites"
If you click "add to favourites" you will end up with two Gnome Terminal launchers.
