Unsuccessful Mint upgrade from 18.3 to 19

It seems my Mint has not upgraded, but its interface is changed.

But everything has changed.

I've downloaded two times Mint 19 via terminal using command mintupgrade download which was successful, but it did not completely upgrade when I ran mintupgrade upgrade.

Some minutes ago I've rebooted my laptop and now I can't use sudo apt-get install mintupgrade or use this software. It says it can't locate this package!

Can anyone help me? Or I give him AnyDesk code to check?
Or IDK, what more to share to solve this?

Anyway: I recommend a clean installation of 19. I only recommend upgrading within a Mint series, e.g. the 18 series.

This says it's Linux Mint Tara, while System Info shows again it's Sylvia!
I'm confused.

I prefer upgrade rather than install everything again. If only clean installation is the last step, then I would do that.

No, you're not confused, your installation is confused.**

FWIW, I upgraded 18.3 to 19 by the approved method in this forum @Clem, and the OS thinks it's Mint 19 everywhere.

You said the upgrade didn't finish: will it run again and finish? Did you backup your old 18.3 installation so you can restore it and then completely start over with the upgrade to 19?

**It reminds me of some old Microsoft stuff: when I tried to run InternetExploder it'd tell me it wasn't installed. When I tried to install it, it'd tell me that it was already installed, so it's not going to do anything. (The correct answers was: install it anyway). That kinda stuff can happen when something is defined in more than one place.

I get that too - I think it thinks it's upgraded, so you don't need it...see above about I-Exploder.

In doing clean installation.
I've backed up if my important files in an external USB drive.
That's long way to talk about.
I will talk about it later.
Now I'm installing the latest version of Mint.
