Unable to increase ulimit for non-root

Hi,

I need to increase the soft limit for the number of open files. I can go up to 4095, there the hard limit is reached. But I cant change the hard limit. I tried basically anything that I found regarding this. I changed /proc/sys/fs/file-max, I added it to /etc/security/limits.conf, I added fs.file-max = 100000 to /etc/sysctl.conf. Nothing seems to change it.

But to top it of, on another 19.1 machine it works, and I don't why. It even has none of the changes above ...

Does somebody know what I might have missed?
