Verifying PGP key in a Windows file

I am trying to verify a PGP key, which is in a .msi file (an installation file for a Microsoft Windows program).
Here is the PGP signature
https://download.documentfoundation.org ... 64.msi.asc

I imagine that I can do this from Terminal. However, the closest that I can find is this:

Enigmail add-on for Thunderbird,
Pyrite, a standalone GUI for Linux, or
Nautilus (file manager for Linux), with seahorse plugins

How do I complete the task using Terminal?
