This is not exactly Mint related but it happens in Mint only, I don't have this issue in Windows, so I wonder if maybe someone else has experienced this and has a fix.

Basically for some videos (seems to depend on the actual youtube channel itself, maybe because of the way they encode their own videos) when I start watching and then go in full screen mode, it will play for a bit then do this weird reset thing, where the screen goes black and I get the spinny thing and it stops playing the video, then when it starts again, it will be downgraded to a low resolution. I have a 4k screen but only playing in HD as for some reason 4k videos seem to lag too much for me despite having a decent GPU.

I've tried different things, like going in full screen before I start watching, or pausing the video before going in full screen, but no matter what it seems to always do it, it's super annoying. Is there a fix for this? I have a fibre optic 20meg connection so I doubt it's my internet.

Did you run the driver manager to see if there was driver for the GPU? what is the brand model of the computer?

Red Squirrel, if the gpu driver or gpu-involvement turns out not to be the core issue, I wonder if you're doing this on an internet speed that is slower than 40 Mbps AND ( key word there and) you have the Network connection type you're using in that Linux Mint PC set to metered.

The reason I mention this relates to my 2016 android phone watching youtube content ( doesn't matter if it's via Firefox or the official Youtube app) on my Data internet only. IF I start it at 720p resolution...often it will do the exact same thing but the pausing and going black is almost instantaneous and the resolution has then been downgraded to either 240p or 360p if I'm lucky

Also please post your inxi -Fxxxrz results via the Terminal command window into the </> ( fifth button from the left just above the message window. Select that button first, then Paste that command's results please)
