I am having what appears to be the very same problem, after the upgrade made in 6th July, same day as this post.
Details for anyone who want to help me:
Before I go to sleep I used the follow command:
sudo apt-get update && sudo apt-get dselect-upgrade
(I always upgrade this way)
It was finishing the upgrade, but I open another terminal window and typed:
sudo shutdown -h 60
The scheduled time was 4 times longer than necessary, according to the forecast
Next day, problem with apt-get, as follow:

My OS is a Lubuntu 20.04 too much customized, with Gnome and other improvements.
