What is the most efficient way, or simplest way to Create a LM Theme? (Preferably A Popular One That Doesn't Have Bugs & One That Is Easy To Remove)

Where do these ICON's get stored? You mentioned placing them in HOME,
but how are they Uploaded?
When I go to my Start Menu, under Themes,
I see Window Boarders, ICONS, Controls, Mouse Pointers, Desktop
Where are these Stored when Installed? How Do I Upload New Ones?
More Importantly How Do I Upload My Own Folder ICONS So That I Can Select Them From Here?
PS: I Am Trying To Replace My Folder ICONS just as People are asking here,
But I Don't Wanna Change My Theme To Do This, Nor Do I Wanna Install
New Themes Just For A Simple Folder ICON Issue, When I Don't Have To.

The Theme is separate from the Icon pack. Usually you don't need to replace the theme - only the icon pack.
Why replace the whole pack? Because any system update could potentially overwrite your manually replaced icons.
Therefore, you take the current icon pack that you use, copy the entire folder in the same place and rename it to something relevant, replace the desired icons in all sizes (there are multiple subfolders organized by size), and finally select the edited icon pack in the Themes panel.
Of course you should also compress the edited folder to a safe location for backup purposes, just in case a full system reinstall would become necessary at some point in time.
To have the icon pack available for both user(s) and root you will have to place the icon pack folder in
