how to install this dark theme in 17.3
how can i install this dark theme https://www.gnome-look.org/p/1182169/ in LM17.3 ?

I found the github repository for the Theme that you want..
Here -> https://github.com/ddnexus/equilux-theme
Just scroll down and you will have steps to install the themes.
Also , linux mint does have a lot of pre-existing themes (including dark ones) ; If you want to see all the pre-existing themes
I have seen a youtube tutorial . Check that out as well..here is the link

I prefered youtube linuxmint theme guidence. When i click it it opens a web site. When i see it, i confused, becoz whhich one i select GTK 2 or 3.http://mate-desktop.org/themes/

See , the theme that you want to install (Equilux) is a GTK3 theme ,
and To know which version of GTK you have run this on your terminal
$ dpkg -l libgtk* | grep -e '^i' | grep -e 'libgtk-*[0-9]'
There may be multiple versions of GTK possible and thats fine.
And as far as i know To use gtk2 or gtk3 apps you don't need to install anything extra.
Psst : I am also new to mint and an explorer just like you. I have tried my best to help you..hope it helps and if it doesn't i am sorry brother...
