I don't think that Caja has that function. You should use a partitioning tool instead, for example Gparted, available in the Software Manager.
However it is somehow complicated, and you should read the manual carefully before using it. You'll have to learn a little about partitioning first
So, a question: Why do you need to format it? I think deleting the files is enough

I also want to know how to format a flash drive under Mint. Ubuntu puts the format option as a right click on the desktop icon for the flash. What happened with such a simple common task in MATE? Gparted is dangerous and doesn't show the flash drives correctly. All my 3 flash drive were once made bootable under ubuntu or mint and don't even show desktop icons when inserted.
