I'm using Mate 18 on an Acer Aspire Notebook.
I want to add PulseAudio Volume Control to the panel. which I was able to to.
Is there a way (dconf editor) to add this panel item fix to the main panel 'block'
where the Network, Sound, power manager icon sits?

If you intend to move the icon, just right-click and select "Move". You may have to unlock first.

I mean the fixed into a group of panel applets.
its the network, sound volume and the power manager panel icon. those are combined into a group.
I'd like to add/remove/replace one of those. I want to replace the volume panel applet with the pavu volume panel applet.
or add even more to this group.

i found out that the block I meant is called the notification applet. which contains the network applet, the update manager applet (in my case) the wmail applet, and the sound applet. Is it possible to add more applets to this specific notification applet?

The notification applet collects the opened reduced apps. For example, I do constantly have Transmission and RadioTray running in my notification applet. To do this, I only have to make application start at boot in the reduced state. So you only have to find new applet or apps which accept the reduced state as starting option.
