How to disable CTRL+ALT+DELETE to restart in mate

I have linux mint mate 18.2, and when I press CTRL+ALT+DELETE, the computer restarts. I don't want this to happen. When I log into the XFCE desktop environment I am able to bind CTRL+ALT+DELETE to gnome-system-monitor through compiz, and it works fine. I am using the same compiz settings in mate, but instead CTRL+ALT+DELETE restarts the computer. The problem therefore must be a mate setting. I have been to control center -> keyboard shortcuts in mate and seen that CTRL+ALT+DELETE is not bound to anything. Also I have opened of gconf-editor and dconf-editor and haven't found that CTRL+ALT+DELETE is bound to anything. So where is the binding for CTRL+ALT+DELETE? Something I read on the internet made me think it has to do with systemd, but I don't know why the systemd shortcut would be visible from Mate but not XFCE.

Are you sure about that? I've checked it and it's set for shut down. I get the shut down menu when pressing those keys.

Yes I am sure. I disabled it myself in those settings. (I just checked again.) If you disable that shortcut in your settings, does your system still restart if you press ctrl+alt+delete?

Look into your startup applications. In my Xfce desktop, it can be unchecked there. I expect it's the same in Mate.

I went to Control Center > Personal > Startup applcations. There is more than one startup application. The ones currently checked are:

APT-SPI D-Bus Bus
Certificate and Key Storage
MATE Settings Daemon
mintUpdate
Music Player Daemon
Network
No Name
Onboard
Orca screen reader
PolicyKit Authentication Agent
Power Manger
PulseAudio Sound System
Secret Sorage Service
Settings Overlay
Signal
SSH Key Agent
Tilda
User folders update
Volume Control
Zeitgeist Datahub

Which of these do you think should be unchecked? What did you uncheck to get the key combination to go away?
