New install Mint 18.2 Mate
The tabs in the panel for each running program or applet are gone; I have no idea what's running if it's minimized.
This also happened in a new install of Ubuntu mate 16.04.
Is this a Mate failure?
Can it be fixed?

I have just installed LM Qiana 17 32 bit on a Dell Latitude D610 and have the same problem. Running programs can be revealed using Alt-Tab but as you say, in the panel at the bottom, there is no tab to allow you to switch, or even see what is running.

Just found the solution.
* Right click the Panel
* Select Add to Panel
* scroll down and find Window List
Select and close, and Robert is your Mother's Brother
