I need to create a panel on a second monitor. Normally I would add a new panel and drag it into place. However the "Move a Panel" function "hold ALT and drag the panel" - which normally changes the pointer to a hand icon - appears not to be working; the pointer remains an arrow, and the panel can't be drug.
If anyone can suggest a solution I'd be grateful.

This worked for someone.
Right click on Panel, choose Properties, remove the "Expand" parameter, drag the panel over to the other screen.
Again, right click on Panel, choose Properties, select the "Expand" parameter.
There was another solution that involved adding more software, here.
