Edit: Oh, sorry, you mean the "file selector" of whatever program you're using to upload the files, not the file browser.
The "file selector" depends on the program - I have at least three different ones on three different programs. I think the only way to change them - to show thumbnails - is to change the program, IOW, Chrome instead of firefox, or vice-versa.
The cheap way to do it is to use the file-browser to select pictures and drag them into the uploaded (firefox, etc).

You can find - and install - ffmpegthumbnailer in the Software Manager or Synaptic. That's the best way to install any software, using the tools that Mint provides.

Its not necessary to download and install software always. There is a way to download thumbnail in HD 4k.
