Like the title says I have installed the Mate edition 18.3 (32 bit) and when I first set it up I was able to get into the mate preferences by going to the menu and si8mply launching Preferences. Now nothing happens when I click Preferences. Some how something has been corrupted. Any ideas on how to fix this?

Perhaps you are thinking of 'Control Center', in the left Menu panel.
'Preferences' just opens a list of these as individual choices in the right most Menu panel.

You could try adding a new mintMenu to the Panel as well: right-click on the taskbar / panel, Add to Panel, search for mintMenu, add it, see if Control Center launches properly from this newer instance...
