Tweak Active Window title bar and border color

LM 18.3, Mate with theme Mint-X. I have a multi-monitor setup, with many windows open. I need the active window to stand out and have a different color title bar and window border. In the Control Center, Appearance > Customize, the closest I found was MetaBox, but its' borders are too narrow and few other items.

How do I tweak the appearance of Mate windows. I've done some searching and I'm getting a little confused. I think I have to copy some file from /usr/share/themes/Mint-X to $HOME/.theme/Mint-X? Not sure which one. I've grepped for active and border. It appears a lot. I just want to change this one little thing :-) Any pointers?
