Indicator Applet Complete not displaying in Mate panel..
Was trying to add indicator-applet-complete to the mate panel to replace the notification area. Nothing is displaying. Do I need to install anything else to get it working? (Display power, network, sound, etc..)

I can not get it working either
I do not think it works in newer Mint's with GTK3
I have searched in vain for documentation...
and now we have mint 19...
I see linux programs going backwards in functionality like everything else in the wurld

There may be a separator in place that won't give the applet room to appear. Try changing the Appearance Preference in Control Panel. Look for a theme that will let you see the separators (there's at least one after the menu), Delete any others.
