that Windows Aero was a terrible idea that really did slow down the poor machine,
in Linux there was Compiz and that is no longer supported. ..

I don't think there is a way to turn that function on. It's not present, so it can't be turned on. However, the Aero interface consisted of many parts and you can most likely get close to some of them by installing an Aero-inspired theme. I'm not sure this one is compatible, but you could try: https://www.gnome-look.org/p/1003643/
It all depends on which Aero effects you are after.
