Minimized windows disapear.

Hello everybody. I recently started using mate on an older system and I love it (19.1). From what I have seen, it has almost all the capabilities of cinnamon, but it runs well on significantly less hardware. However, when I drag and drop an application to the panel, to run as a short cut, my minimized windows disappear. To make the windows re-appear on the panel, I must right click on add to panel, then click windows list. Then, the windows show up on the panel, but in the centre, not the normal place on the left. At the end of the day I am able to get everything to work, but this seems overly complicated ,and like a bug.
