I have tried lots of distros now and Mint is the best so far. Cinnamon is fantastic so I thought I'd try MATE
In MATE I can nicely change from the on motherboard sound to HDMI out
But it doesn't stick between reboots like Cinnamon does

I have no idea if this will work but I had a similar issue, but not with HDMI, just between my onboard and a USB output device.
Install "pavucontrol" , then you should have "Pulse Audio Volume Control" in your menu under "Applications > Sound & Video", it is better to adjust audio and audio device settings, and my changing the options on there made it stick.

It should, as long as you tick the check box for Set as Fallback for the device wanted as default.
@RickM, this will be on the Output Devices tab. You may need to set things up on the Configuration tab first, so HDMI is showing as an output option.
