What can I do to have the quit function work? It does not work with the delayed shut down or the immediate shut down.
I must push the off button to force the cpu to shut off.

Hi, I'm running Mate on Mint 20.x also and there does seem to be quite a delay between asking for shutdown and it actually occurring; how long are you waiting before doing the "hard off"?

Avoid this--use only as last resort
Try a terminal shutdown:

systemctl poweroff
If that does not shutdown the computer try this:
Press and continue to hold the left 'alt' key while entering the following key sequence:
printscreen/sysrq r e i s u o
allow a second or two between key presses.
Before power off look at your system monitor to see unusual resource activity and running processes
