How does one set the desktop to display workspace #1 on monitor #1 AND
Workspace #2 on LCD #2?

No supported Mint desktop/window manager does this. The only WM I know of that does is xmonad, and I wouldn't recommend installing it. Doing that will likely cause many more problems than it solves. The window manager is a BIG part of the desktop environment.
