What controls the menu botton color and the middle panel?

What controls the menu botton color and the middle panel?

I've been playing around with themes, but the menu button and middle part of the bottom panel do odd things and don't appear consistent with what the theme looks lik in the previews. What am I doing wrong?

It's in the theme's CSS file: /usr/share/themes/THEMENAME/cinnamon/cinnamon.css

It looks like you have Panel Edit mode switched on.
On the Panel towards the right side, click the small up arrow and slide the switch for Panel Edit mode to off.

Thank you. Panel edit mode was definitely the issue.
